[1] Take a new file of 600 pixels, 600 pixels, of resolution 72 dpi in the RGB mode.
[2] Create a new shape with the help of "Elliptical Marquee Tool" open a new layer fill the selection with black color.
[3] For this shape add the following layer styles.
[4] Create another shape with "Elliptical Marquee Tool" open a new layer fill the selection with #0c50fb.
Do not "D" select.
[5] Take the "Dodge Tool"
& then move the selection with Up Arrow Key,
[6] Take the "Burn Tool" 
& then create the following Shading
with the help of Burn Tool.
[7] Create a shape with ‘Ellipse Shape Tool’ press Cnlt+T, now right click select "Wrap"
apply the following settings.
[8] And then right click select make selection.
[9] Choose Gradient to and set properties like this.
[10] Open a new layer, Apply gradient to selection to get the result like this.
[11] Now like this create the other with above techniques.
[12] Use Custom Shape Tool and Draw.
[13] For this shape set the Opacity by 65%.
